Are there animes that had such a low quality?

There are like other animes that have a good quality, but question about the low quality ones?

Twinkle Nora Rock Me, if you'd watch the  kenny lauderdale vid, you'd know why immediately. 

Wasn't there one that was about ghosts? it was really bad, at least the dub was horrible
